Just like the skills your character can learn, there are skills for the pets aswell. And just like a beastlord can't learn the skills of an ArchMage and vice versa, not every pet can learn every skill.

There are two types of pet skills.
The first one, commonly refered to as "Temple Spells" are elemental skills, that can only be learned by a pet with the according element. For example only a fire pet can learn the fire element skills. The second type is known as "Combat Spells". The combat spells a pet can learn, is determined by it's species. For example Cows can learn Cart Pulling, while Slugs can learn Transfer HP.

Also keep in mind, that a pet can only learn a certain amount of skills. You can find the number of skill slots and the learnable skill on each pet's page here in the wiki.
